Resolves an issue which would make the “not secure server” warning toast show even when disabled in the config.

Now requires Paper+, will no longer work on Spigot or CraftBukkit servers.

Renames a poorly named configuration option. send-enforces-secure-chat-to-client -> send-prevents-chat-reports-to-client.

Adds support for notifying the NoChatReports client mod of the presence of FreedomChat, behind the send-enforces-secure-chat-to-client config option. This feature only works on Paper. The rest of the plugin still supports CraftBukkit/Spigot.

Supports 1.19.1 and 1.19.2.
