Makes netherite pickaxes with efficiency 5 and haste 2 instamine deepslate.

This uses the new item components introduced in 24w12a to increase the mining speed when mining deepslate. The minecraft:tool component is written to all netherite pickaxes. (This means that removing the datapack will cause that data to still remain on them!)
